Great job, two things are missing though: rigs and drones.
Rigs:
Particle Dispersion Augmentors – strengthen jamming, but decreased shields as a drawback
Particle Dispersion Projectors – increase optimal range of Electronic Warfare modules, but decreased shields as a drawback
Drones:
Hornet EC-300 (light)
Vespa EC-600 (medium)
Wasp EC-900 (heavy)

Sniping is used because it gives you a large range of effective engagement distances, means you can’t be sniped yourself, and also makes it harder for the enemy to tackle your fleet. In very large fleet fights there is not much e-war to be seen. Its main use now would most likely be to interfere with logistics rather than damage dealers.
I am in two minds about putting this one out there, however its probably obvious to most people. Anyone who is likely to read this is only going to make the same mistake once and the people who continue to fail wont ever read this so here goes.
Rather than remembering names and all that crap the easy way to use racials is to match colours. Once you have a ship targeted a little picture appears at the top of the screen (der), the back ground of this picture specifys the race of the ship. red/orange is Minmatar, yellow/white/gold, is Amar, Green is Galente and Blue is Caldari. Now it just so happens that your ECM modules use the same colour code. So just put the yellow ones on Amar(yellow ship), red on Minmitar(red/orange ship) etc.
I’ve had a few experiences with ECM vs a Falcon and lets just say the results weren’t all that great for me or my corp mates. While I’m at it thanks for the Rifter guide its awesome and has saved me a lot of isk.
Forget the small/nonexistent dronebays. The real issue is range. With GOOD drone skills you have to close within 54km to engage your drones. At this point, any non-short-range enemy is locking you and planning to alpha your paperthin ECM boat.
Maintain sniping range. Priorities:
#1 Enemy ECM – Jam these.
#2 Enemy snipers – Jam/Evade (warp out and back to different location)
#3 Enemy Ewar ships – Jam these too
#4 Interceptors/faction frigs coming for you – Evade
#5 Any target called Secondary or as a Jamming target.
Why not jam primary? Unless they’re a really tough nut, they’re going to go down faster than 1 Jamming cycle. So jam the ships that will be around for a cycle.
What if there’s 2 ships and you’ve got 3 jammers unused? Do you put on extras? Hell no, save those for new targets.
Turning auto-repeat off means that;
If your first jammer failed but your second one succeeded, your first jammer wont automatically waste another cycle on the target now that is already jammed (by the second one). This leaves the first jammer free for another open target or if/when the second one fails on the original target.

Drones are debatable but you certainly want rigs.

I don’t fleet much so I have gotta ask – is this (the Blackbird/Falcon) one of the main reasons for sniping.??
From what I have read sniping groups in fleets are fairly popular.

Nice guide Wens, thanks for pointing that out. One question, what is the point in turning auto-repeat off? Why do you want the module to deactivate?
By the way, sorry for missing the last few episodes of WWW. School is almost done for good so I should be around a good bit this summer.

I don’t fly ECM mate but I assume the point is to make sure that you only have one jam cycle per ship, letting you do more with your other jammers.
