At the moment I’m working pretty hard on getting the latest version of the Rifter guide together. Its taking some pretty big leaps forward from the original version and is going to include a lot more discussion about the flexibility of the Rifter. One of the things I want to do is showcase a few fits and discuss their pros and cons. This is where you guys come in. Please drop me an e-mail or leave a comment with your favourite Rifter fit and, if possible, a few words about why you like it. The sheer range of fittings I’ve seen lately is mind-boggling so I’d really like to see what kind of great stuff you guys have come up with.

Tactics: just overload the AB and hit approach, then neut and kill them while orbiting at 500m.
Pros:
- Kills active-tank frigs easily
- Very agile and fast due to the absence of plates
- Can outtrack interceptors such as Taranis
- Good tank
Cons:
- Requires lots of manual piloting against webbing frigs (get out of web range, dive back, etc.)
- Can still fail when webbed
- Not the fastest shield-tank setup
- Uses very short-range scram

Tactics: orbit at >5-6k and laugh at their attempts to hit you. Increase orbit to 8-9k if they use barrage as well. You may need to overload scram to stop the opponent from breaking the orbit and escaping.
Pros:
- Can kill many ships while taking little or no damage at all
- Good against passive tanks immune to the previous fit's neut
- Can GTFO if shit hits the fan thanks to fighting near the end of scam range
Cons:
- A good pilot might be able to outmaneuver you and get close
- Cap-dependent
- Might be unable to break well-tanked frigs

I have two to submit:
One is a very standard variant on the close-quarters, T2 fitted Rifter: http://eve.battleclinic.com/loadout/26313-Rifter-... . I've had some success with this, but it would probably do better with a thicker armor. I have put projectile rigs on this one, but I haven't posted that to BattleClinic, and I don't haven it handy.

This thing is designed for 0.0 hit and run fights. It's pretty fast (3500 m/s with my skills) and is pretty solid, with over 5k EHP, which makes it a sweet ship for popping inties with. Also, the shields recharge, meaning that you don't need to dock up to repair your buffer.
On the downside, it's more expensive then the average rifter, coming in at around 8 million ISK (which can be a lot to spend on a frigate) and lakcs a webber. This doesn't irk me so, as I used to fly punishers, but it can, at times, make traking against inties (such as an ABRanis) an issue.

With all skills at 5, this yields 151 DPS (175 overloaded), 4257 EHP and 1298 m/s (1699 overloaded). Of course, as any shield tanked rifter, it'll have problems dictating range against webbifyng frigates.
You can downgrade the afterburner, overdrive and rocket launcher hence driving the cost down and without losing too much.

Most of it is filler, since fittings go down really fast with 3 280s and a missile. You can probably work out some kind of compromise for better cost or slot use, but this is the most damaging fit I could come up with. Yes, somehow Fusion ended up doing the most damage at its operational ranges.
I haven't flown this specifically, but it is the same principle as every kiting frigate. Stay beyond 13 km (hot web range), and keep ready to adjust your course and speed to keep things that way. No tank – if you get hit, you're doing it wrong. Attack T1 frigs, crappy cruisers with no drones, or non-combatants and pods. Only close distance with fat things that have nothing to hit you with.
While there are both more damaging and faster moving kites, this setup should work just fine. Maybe its got its own merits somewhere.

oops… the nos should in fact be a "small unstable power fluctuator" neut. this also allows you to fit an AB II if you wish.

Here is the fit I use when I want to be able to tank and still want the speed to close in fast and tackle. The speed can surprise inty pilots and you can tank like an AF. You need to be very wary of your cap tho…

Doh, well of course there is a use: nobody expects a far fitted Rifter! Incursus deals more pain, Vigil goes faster, but Rifter has the element of surprise.

I was going to suggest the same fit, except with T2 150mm guns (and probably upgrade to low end named stuff for web/repair/etc., since they don't cost much). 200mms go for 750 thousand up to 1 million ISK each. In contrast, the 150s are about 450k each.
It's more important to utilize the Barrage range than trying to rely on a higher damage, so I think the 150s are better for a newer player.
